The culprit is Willy and June, two people who likely kept Pica and are trying to hide it.

Old Mira
Mira reported that she saw a shadowy figure passing by an hour ago, which is around 12PM, similar to the time you were away. Then, she said she heard a weird whistling noise, which sounds odd, but not necessarily deceptive. Mira is likely telling the truth here because the things she said do not seem contradicting and rather odd observations of the possible culprit.
Paul
Paul's report seems like he is only recalling weird observations again because the things he said are not contradicting. His words might be useful for understanding the culprit's action later on.
Willy and June
Though they claimed to have stayed home all day, it was weird they did not come outside to check their backyard when they heard weird scratching noises. Plus, it is very abnormal to think that scratching noises came from a stray, rather than an animal trying to get in. In most cases, people are likely to check instead of ignoring the annoying sounds, especially when they are totally able to (the two stayed inside all day).
=> Willy and June seem the most suspicious!

This puzzle is inspired by my favorite type of puzzle, which I believe is called truth table. The mystery puzzle always scare me a bit to be honest, but they are indeed very fun!
